Members’ discussion papers

Natural Capital Committee discussion papers have been produced by one or more of the Committee members in the course of their work. The papers are directly relevant to one or more of the Committee’s work streams, although the views expressed in them are those of the authors and do not necessarily reflect the collective view of the Committee.

Unnatural Capital Accounting

Colin Mayer has produced the Committee’s first Members’ Discussion Paper entitled Unnatural Capital Accounting. This discussion paper is being used to inform the work of the Corporate Natural Capital Accounting work-stream, which aims to pilot natural capital accounting in the private sector context.

Working papers

Natural Capital Committee working papers are produced by one or more Committee members. In contrast to discussion papers, they have been reviewed and signed off by the whole Committee. They put forward the ‘Natural Capital Committee position’ on important issues.


 

Towards a Framework for Defining and Measuring Changes in Natural Capital

Georgina Mace has produced the Committee’s first working paper, entitledTowards a Framework for Defining and Measuring Changes in Natural Capital. This paper sets out the Committee’s definition of natural capital and explains its approach to developing a system of measurement for natural capital.

State of Natural Capital reports

The Committee’s annual State of Natural Capital reports are one of the principal means through which the Committee addresses its Terms of Reference. The first was published in April 2013; the next report will be released on 11th March 2014. The third report is expected in early 2015.

First State of Natural Capital report

The Committee’s first State of Natural Capital report was published in April 2013. It presented evidence that significant economic and wellbeing benefits can be secured through better valuation and management of natural capital. The report set out a framework for what needs to be done to ensure this happens.

Government response to the first State of Natural Capital report

The Government responded to the Committee’s first report with a joint letter from the Secretary of State for the Environment, Food and Rural Affairs, and the Economic Secretary to the Treasury.
